No building or structure of any nature shall hereafter be completely dismantled or torn down unless the owner of such property secures from the office of the city clerk a permit approving the plan of demolition of such building or structure. Such permit to be issued upon order of the governing body.

No permit shall be issued or granted until the owner shall have first posted a good and sufficient bond approved by the governing body to insure the proper conduct of the work, the bond to be for the protection of the public and adjacent property owners against damage of any and all kinds arising from the operations of dismantling or demolition. The bond shall remain in force until the excavation, if there be one, shall have been filled and leveled off in conformity with adjacent property, and also until all debris of any nature has been removed entirely fr6m the lot or lots of the property being so dismantled or torn down.

The permit for the demolition or dismantling of a building or structure shall designate the type, height and location of barricades or protective enclosures to be placed around the building or structure being dismantled or torn down.
