A CHARTER ORDINANCE RELATING TO EXPANDING THE SIZE OF THE CHAPMAN PARKS AND RECREATION BOARD TO SEVEN MEMBERS.

WHEREAS, the City of Chapman is a City of the Third Class,

WHEREAS K.S.A.12-1929 et seq. do not apply uniformly to all cities in the State of Kansas, and

WHEREAS, the City of Chapman hereby elects to exempt itself from the provisions of K.S.A. 12-1929 and 12-1930 as amended, pursuant to its home rule powers as set forth in Article 12, Section 5(c) (1) et seq. of the Kansas Constitution and to provide for substitute and or additional provisions on the same subject.

BE IT THEREFORE ORDAINED BY THE GOVERNING BODY OF THE CITY OF CHAPMAN, KANSAS:

Section 1. That the City of Chapman hereby elects to exempt itself from the provisions of K.S.A. 12-1929 and 12-1930, as amended, pursuant to Article 12, Section 5(c)(l) et seq. of the Kansas Constitution.

Section 2. Amended Section.  Chapman City Code Section 1-902 Subsection 5E. shall be amended to read as follows:

1-902. 5. Parks and Recreation Advisory Board.

E. This board shall consist of seven (7) members. The Mayor shall appoint 3 members for 2 year terms and appoint 4 members for 1year terms.  At the conclusion of the initial terms all members shall serve for 2 year terms.

Section 3. The seven member composition and terms of the Parks and Recreation Advisory Board shall become effective, after passage, on the 61st day following publication at which time the mayor shall appoint the new board.  Said terms shall expire on the second Monday in January 2019 for the one year terms and on the second Monday in January 2020 for the 2 year appointments

Section 4. The previous language of 1-902 subsection 5.E is repealed and replaced by the language in Section 2, above.
